100 Resilient Cities – Pioneered by The Rockefeller Foundation (100RC) is dedicated to helping cities around the world be better prepared for, and quickly rebound from, 21st century shocks and stresses. Our program works with 100 member cities from around the globe for whom it provides four kinds of value: 1) Financial and other support for putting in place a new city resilience leader, the Chief Resilience Officer; 2) Support for development of a robust city resilience strategy; 3) Management of a peer-to-peer network of member cities who can learn from and help each other; and 4) Connections to solutions, service providers, and other partners who can help cities implement their resilience projects. 100RC seeks to increase awareness of the importance of resilience thinking, to catalyze a new community of urban resilience practitioners, and to spur the growth of a robust ecosystem of resilience-focused solutions and solution providers.


The Associate Director, City and Practice Management will play a key relationship management role by helping a portfolio of cities in the Latin American and Caribbean (LAC) region leverage the 100RC network as they create and implement their resilience strategies. Reporting directly to the LAC Regional Director, the Associate Director will be the primary liaison between the program and a number of LAC cities and be a part of a team of other Associate Directors supporting the LAC region. S/he will ultimately become fluent in his/her portfolio of cities' resilience needs as well local political and policy contexts, establishing and implementing the 100RC program. S/he will develop relationships and work closely with senior city and other relevant officials and oversee a successful partnership which will include negotiating agreements; organizing activities such as conferences and workshops; providing support to the Chief Resilience Officer (CRO) in each city; consulting the city to develop or complete an integrated resilience strategy; accompanying and coaching the implementation of resilience projects and solutions, documenting and promoting best practices and sharing through a global network. This position is based in 100RC's Mexico City office.

Responsibilities include but are not limited to:

Relationship Management and Diplomacy

  • Serve as the main point of contact for cities and develop relationships with municipal officials including mayors, city managers, and other senior leaders
  • Liaise with and facilitate among various actors and stakeholders in cities, building consensus and identifying opportunities for resilience, and promote political buy-in
  • Utilize formal and informal influence to foster alliances and build an integrated and holistic city-wide approach to resilience solutions
  • Represent cities and advocate for needs of cities to 100RC and external partners; act as an ambassador bridging local culture and context to the organization
  • Strategically promote and elevate the city's resilience leadership and profile in collaboration with the Communications team

Project Management and Delivery

  • Guide and coach key officials about resilience perspectives, opportunities, and methodologies
  • Organize meetings, conference calls, workshops, etc. for members to advance the resilience agenda and shared knowledge
  • Manage 100RC associate or program manager/s, consultants, vendors, and platform partners to effectively deliver resources to cities
  • Coordinate transparent processes to ensure proper monitoring and evaluation, reporting, and grant making with cities
  • Support the development of strategic partnerships to help cities implement their resilience strategies and projects
  • Actively report progress on City performance making sure updated data and information is collected in our databases
  • Work in close coordination with the City Solutions team for the implementation of resilience strategies and projects

Capacity Building

  • Provide consultative thought partnership to the CRO about resilience, strategic planning, political and regional context and policy, and change management
  • Help city officials and the CRO finalize and/or implement resilience strategies; develop relevant tools, and diagnostic frameworks to support the resilience agenda
  • Facilitate city to city learning and exchange in collaboration with the Network team and other parts of the organization; promote best practices and knowledge sharing


The ideal candidate will possess the following qualifications:

  • Authentic connection to urban resilience and cities, with a background in relevant issues such as social cohesion, urban financing, urban planning, disaster preparedness, climate change adaptation, vulnerable populations, sustainable mobility, public administration, economics, metropolitan governance, etc. with a passion for 100RC's work
  • Minimum of 8 years related working experience preferred; experience in the LAC region is required
  • Sophisticated understanding of how city government functions, with specific knowledge of LAC city governments essential
  • Proven experience in functions related to urban or municipal strategic planning, project implementation, budgeting, public procurement, or infrastructure development
  • Strong ability to drive progress, create vision, promote innovation, and display ownership under ambiguous and dynamic conditions
  • Experience engaging with actors and organizations across sectors (public, private, nonprofit); strong political acumen and influencing skills for working with senior government officials including mayors and ministers
  • Strong professional representation of 100RC, interpersonal relationship abilities, diplomacy, intercultural knowledge and appreciation, and strategic partnership building skills
  • Experience in capacity building, leadership development, and facilitation is highly regarded
  • Strong process and project execution skills
  • Master's degree or equivalent work experience required
  • Excellent verbal and written communication skills in English and Spanish required
