100 Resilient Cities - Pioneered by the Rockefeller Foundation (100RC) is dedicated to helping cities become more resilient to social, economic and physical challenges they are increasingly facing in the 21st century.  100RC provides this assistance through: funding for a Chief Resilience Officer who will lead the resilience efforts; resources for drafting a resilience building strategy; access to private sector, public sector, and NGO created resilience tools; and membership in a global network of peer cities to share best practices and challenges. 100RC currently works with 100 cities around the world.


The Associate Director, Global Delivery Team – Asia Pacific (APAC) will be a leading member of the 100 Resilient Cities City Solutions Team. S/he will be responsible for overseeing the effective deployment of 100RC Platform Partner tools and solutions across 100RC member cities in Asia Pacific. Through ongoing collaboration with the City Practice & Management Team (CPM), the Associate Director must understand member cities’ resilience objectives and needs, identify both existing and yet-to-be-developed services and solutions to address these resilience needs, and liaise amongst 100RC, City, and Platform Partners to facilitate the implementation of the solutions. Once the need and solution are identified and matched, s/he will also serve as the primary point of contact for Platform Partner city engagements in APAC; working directly with the City and partner to develop the scope of work, monitoring the engagement to ensure that the City’s resilience objectives are achieved, and sharing the outcomes and organizational learning with our 100RC network. 

S/he will facilitate work planning and periodic monitoring to ensure optimal implementation of these solutions, and develop and manage regional partnerships. Candidates should have a strong project management background in order to understand how to optimize and implement these solutions in an urban context. In addition, the Associate Director will work with the entire 100RC organization to identify emerging trends and needs to improve resilience across the cities within the 100RC Network.

Responsibilities include, but are not limited to:

  • Oversee and ensure curated services are being utilized appropriately and effectively within member cities in the Asia Pacific region.
  • Serve as a key member of the Global Delivery Team and be responsible for inspiring and leading the coordination between 100RC, City, and Platform Partner representatives in facilitating the implementation of City Solutions tools and resources in 100RC member cities in APAC.
  • Partner with the City and Practice Management (CPM) APAC team, which directly manages the relationship with 100RC member cities in the region, to understand and stay informed about the evolving priorities and needs of 100RC member cities in APAC. This work includes the review of city resilience strategy documents at key stages and providing relevant feedback to city and CPM team on 100RC the design and implementation of initiatives, as well as available 100RC resources to support these efforts.
  • Collaborate with the CPM team to actively report on, manage, diagnose and problem solve based upon feedback city engagements, being adaptable to make adjustments where necessary, and sharing the lessons learned with other members of the Global Delivery Team and City Solutions Research Team to facilitate the scaling of solutions across the 100RC portfolio.
  • Work with the City and Practice Management Team and the Solutions Development & Innovation Team to identify regionally relevant solutions, tools, funding sources, service providers and other potential partners which can address APAC city needs.
  • Participate and contribute to 100 Resilient Cities’ learning process and knowledge management.
  • Partner with the senior leadership of the City Solutions Team and the APAC Regional Directors in developing the overall implementation strategy and approach for the Asia Pacific region.

Basic Qualifications and Experience

  • Master’s degree or equivalent work experience
  • At least 10 years of relevant working experience in urban-related topics and/or specific industry expertise (i.e. finance, transportation, economic development) in Asia Pacific

Preferred Qualifications and Experience

  • Extensive experience implementing projects in, or on behalf of, cities in the APAC region
  • Extremely strong project management skills: multi-site, multiple languages, and cross-sectoral engagements
  • Demonstrated experience in negotiating contracts and interfacing with the senior leadership of an organization
  • Previous experience managing a team and the ability to work with a team effectively and constructively
  • Ability to serve as a strong brand representative for 100 Resilient Cities (e.g. strong interpersonal relationship abilities, intercultural knowledge and appreciation, partnership-building skills)
  • Ability to develop a vision, shape strategy, drive progress, encourage innovation, and take strong ownership under dynamic, constantly evolving conditions
  • Familiarity of key corporations and organizations in region, including NGOs, research institutions and institutional actors active in the field of urban planning or urban infrastructure ideally involved in mobilizing foundational, intergovernmental or other funding opportunities directed to the urban agenda
  • Proven business experience and partnership development skills with private, philanthropic, academic and civil service sectors, and experience developing and implementing public-private-partnerships
  • Ability to work internationally/across multiple cultures
  • Exceptional interpersonal, writing and verbal skills – the Associate Director will serve as the voice of 100RC to partners and cities
  • Fluency in English is required, and fluency with a regional language (e.g., Mandarin, Japanese, Bahasa, Korean, Hindi, Thai) strongly preferred
  • At least 20% travel, with the capacity to travel throughout Asia and the Pacific
